Why is the Ministry of Defence so secretive about things that don't really matter that much?

In this day and age of spy satellites, the MoD is still cribbing over making electronic maps available in the public domain. Part of the same mentality that prohibits taking photographs at Indian airports while you can shoot merry at Changi or wherever.

The story in Indian Express is quite interesting:

"While even countries like China, obsessed with secrecy, have announced plans for electronic maps, similar moves in India have been paralysed while the Ministry of Science and Technology sorts out the issue with the Ministry of Defence."
